The South Australian Government’s State Procurement Board and the Australian Procurement and Construction Council recently co-hosted the third in the International Procurement Conference series. The conference, once again expertly managed by Contract Services, Department for Administrative and Information Services, built on the excellent record of previous conferences to challenge procurement professionals in government to deliver benefits for the entire community and for the future, not just for today's projects.

A range of international and national speakers delivered a clear message to the audience of 240 delegates: procurement in government is under an obligation to the community to invest in a sustainable future and not to transfer risk there.

South Australia’s Minister for Administrative Services and Government Enterprises, the Hon Michael Wright MP, opened the Conference by announcing an ethical procurement policy framework for that State. This framework by identifying the community goals that procurement professionals must support encapsulated the theme for the conference. Subsequent speakers illustrated the benefit of such an approach in a State like South Australia that has a clearly defined state-wide strategic plan and key targets for future development.

Keynote speaker, John Oughton, Chief Executive Officer of the UK Government’s Office of Government Commerce talked about his agency's experiences and strategies toward achieving similar goals within the Efficiency Reform program in the UK. The British perspective on procurement’s relationship to broader social goals and the partnerships being established with the private sector were very informative. John’s presentation brought home the real implications for today's decision makers that illustrated in the conference's first session by the futurist, Mike McAllum.

International Procurement event

The SA/NT region hosted its fourth CIPSA member’s event on Thursday 24 August, titled “International Procurement”. The event was hosted by and held at BAE Systems at Edinburgh Park. Approximately 45 people attended including members, non-members and BAE Systems procurement staff.

Harry Bradford, BAE Systems Chief Operating Officer provided an overview of BAE Systems and its importance in the defence industry. Nick Ford, Manager Corporate Procurement & Sub-Contract highlighted the ground level procurement activities at BAE Systems, risk management in procurement and in particular the development of its procurement staff. John Chambers, AEW&C Sub-Contract Project Manager, presented on international procurement. Many attendees were astounded at the complexities involved, specifically in working with countries with major cultural “sensitivities”. We thank John for his brief lesson in Hebrew! The presentations concluded with a tour of the machining and electrical manufacturing facilities by Tony Strudwick Production Engineering Manager and his staff.

Essay Competition deadline extended

Due to popular demand the deadline for the CIPSA National Essay Competition has been extended to 30 September 2006. Submit an essay of 500–3,000 words on the question given for your CIPSA region by this date and you could be a regional winner of the CIPSA essay competition and win $1,000. Regional winners go into the running to win the national competition to win another $1,000, plus an all-expenses paid trip to the CIPSA annual conference in Melbourne on 17 and 18 October 2006.

Regional Chair meeting discusses important regional issues

Regional Chair meetings ensure consistency and cohesion across regions, and facilitate discussions on important regional issues. The Regional Chairs flew into Melbourne for the third ‘Regional Chair’s meeting’ on Wednesday 16 August. Items on the agenda included events, the national essay competition, marking criteria for the essay competition, the CIPSA annual conference 2006 and the open training programme for 2007 – producing some very valuable discussions and a range of actions that will become self evident over coming months.

SMART 2007 – Calls for Papers released

CIPSA is again endorsing the SMART Supply Chain Conference, held biennial in Darling Harbour Conference Centre, Sydney. SMART 2007 is to be held between 20 and 21 June 2007, and falls in the midst of an extensive CIPSA conferencing program to be hosted in each state capital as well as Canberra throughout the 2007 season.

CIPS UK- Membership and Education

At the end of August, CIPS membership worldwide was around 41,000 – well ahead of the institute’s overall target of 38,800 for the financial year ending 31 October 2006. International growth has been particularly strong, and the development of the membership base in Australia and New Zealand has been a significant contributory factor.

Examination entries are breaking records year after year. The May 2006 exam series exceeded the previous series by almost 20% and we anticipate that the May and November exams will top 44,000 entries – the best ever entry level. We are currently taking registrations for the November 2006 examinations and expect another strong entry list.
